In May 2016, the Department of Health and Human Services issued a regulation prohibiting entities implementing the Affordable Care Act from excluding transgender health care in their coverage. On Dec. 31, 2016, the Texas federal district court issued an order halting the implementation of the Obama administration rule. Based on the order, the Wisconsin Group Insurance Board reinstated transgender exclusions to the State of Wisconsin health plan that covered employees at the University of Wisconsin–Madison.
I wrote Chancellor Blank and asked her to take action to restore transgender health care to university employees. Chancellor Blank rallied the University of Wisconsin Chancellors and they wrote a letter to the Wisconsin Group Insurance Board asking them to reconsider their actions.
The board reversed their vote and restored transgender health benefits to the State of Wisconsin health plan.
